Here is a postcard of the Democrats. This postcard has a list of why it is okay to be a Democrat. We got this for my daughter who is 20 years old.
We are instead arguing on what our agenda is. That is the very definition of bickering. I want us to do the right things. I want us to help Philpot get elected or to get our platform in to place.
I hope that you received our 9for5 priorities. Debating bylaws is not our number one prioirty. We have a specific plan for how to do our 5 things. You cannot bring about change with just one person. You want to have a group to move forward because you don’t want conflicting prioirties. You need to vote for four candidateas that agree to the same priorities. We have come together to give you the choice. We are united in one thing.
We need a new direction and these five priorities are that direction. We have taken people with different approaches but we need to unite, not divide.
Many want to know what kind of chair I would be. I have included information for more delegates. We have sent out proposals and made changes based on your comments. We started putting forward For and Against. We have handled more issues quickly. You should not have to study a manual to participate in our meetings. We will protect your rights.

He considers all of us as a team and not just a few. He will turn our dreams into a reality. David is what the party needs now.

Bad news I am an attorney. Good news, I don’t’ practice. I value a good debate when I see one. We have to listen better. The reason is that we improve our own positions and tighten our own arguments. I am not saying that we will all sing kumbaya.
But we will tighten our debates and arguments and our differences will become sharper and not fuzzier. That is when membership in this party becomes exhilerating. You will be able to lead out more.
You had better bring your best game. You have to be succinct with fair and reasonable time limits to get your message out. You need to duke it out. You need to select legislators who follow your views. I will hold our time precious and I will control our meetings as needed to set and finalize all agendas.
Robust, articulate debate should not be feared. I will hold Utah County conferences with keynots and multiple discussions.

I believe in our platform and it is what binds us together. We would not be in the crisis we are in if we followed it.
Your neighbors have given you power. The leaders of our party need to know that the party is not theirs. You are the policitcal voice of Utah County. We know that it is not common for you to choose the wrong voice. We need to give you the information you need and the majority of you need to get the information.
As your agent I will act based on your voice even though I might not agree. We can hold more open meetings for reports and getting information out. Those who only want to do the business can come at the right times.

I do not have hidden agendas. I offer you a chair that is free from obligations. I oppose the Veto Power grab. The reality is that we can’t modify the Constitution without approval. At the last SCC meeting I tried to overturn. I hope to overcome this at the State Convention.

At the end of this term I invited the education officers to come together to form a team. We have served you together with a remarkable degree of unity. We have provided education training and so many things. This was accomplished by leadership, hard work and civility.
This is how I work and operate. I hope that you have received and benefitted from the things that we have worked so hard to create.
Everything we have done has been for you. I appreciate so much the support of those leg district officers who made this a great year for UCRP education. I believe that this has been a very good time for education. Last year when you worked so hard to create education materials.
I trained small groups and large groups. I was working to empower hundreds of people to help all of our candidates. I will work with the same energy to fundraise and provide information and prepare our young people to defend their own freedoms.

I have been a LD vice chair and now chair in NW Orem.
I want to revamp the County party website so that it’s a tool. There will be a lot of confusion on boundaries. I want to get the maps up and bypass the confusion.
I think the county party site should facilitate communication. We are a grassroots party that wants to communicate.
Our site needs to be kept up to date. We need to keep the information current with Senator Lee.
I promise to keep it up to date.
I will keep meeting minutes so you can see what happened in one page. Beyond the duties of secretary, I support an open agenda process. I believe some of the mistrust is due to a closed agenda. We can move forward with some effect if we do that.
We need to strengthen our relationships between county party and candidates. If we have volunteers we should be using our organization to get the message out for our representatives.
When there is a controversial issue, like vouchers, we have school choice in our platform. When our candidates were taking heat the party was silent. We needed to support.
I believe we live in a time when the Constitution is hanging by a thread and we are the right party. It rips my heart out when we attack each other rather than unify.
I want us to unify. We are the most conservative county in the country.”

I have served on LD offices and on the C&B Cmte. I believe in communication, recruiting and history.
In recruiting I have been gathering people from my neighborhood. I have sent out regular emails. And sent out flyers to get people involved. I organized the first “Meet the Candidates Night.” I organized a panel discussion because I wanted to understand it. I got panelists to discuss ex officio. I have organized parliamentary classes to help people.
What I want to do as secretary is improve communications. I want send lists out as soon as possible. I want to get people involved in helping with campaigns. I want to bring the secretary’s in to help.
History is my biggest passion. I appreciated a history of the party. Until Lisa helped we didn’t have documents. I found a prior secretary who had things in his basement. Lisa Shephard has brought this office out of the dark ages.
I plan to have thorough minutes and executive summary for meetings. The long version is important to help reform bylaws and how we should move forward.
I love what Lisa has done with credentials in central committee.

Last year I ran for a seat on the school board. I can’t sit idly by now. The specific role of Treasure is important and so is the team aspect.
In my individual role I am prepared to create a budget. I am able to keep the accounts and reconcile them monthly. I will produce quarterly reports for all meetings. I have a reputation for an attention to detail.
I would like to focus on a being a member of the steering committee. It steers. Where will they steer us? That is what we are here for today. Is this about parliamentary procedure, social club or is it bigger than us? It should be bigger than just the officers. It should last longer than two years. We don’t need 9 different people moving in different directions.
2012 will be a huge year. We cannot afford to have an accident. Senator race, new seat and more.

We have to stand on the rule of law which is a must in a stable, free and prosperous society.

Some have called me very bad things even though I believe the immigration process should be fair. Who knew that we should have to pledge our lives, fortune, and sacred honor.
I believe this is unconstitutional. Most people forget Article I section 9 talks about importation and immigration.
In 1824 Chief Justice John Marhsall said that the flow of voluntary arrival is based on Congress’s power. I oppose it because it is against our platform. We oppose all illegal immigration and amnesty.
HB116 gives legal status. We oppose giving legal recognition. This is against the platform and it discriminates against legal immigrants and those who are trying to come here.
America is for Everyone. It is the great neutral nation of the earth. The mantra is that we should allow them to come.
In 1970 we are evenly balanced. Now in 2000 Mexico is 6 times the largest immigration group. By tolerating it we are discriminating against the rest of the World. They only have 1.7% of the worlds entire population and they get 60% presence in the US.
HB116 is amnesty even though it is not a path to citizenship. We are discriminating against all the other nations. If we do not fix the issue now we will become a bilingual country.
We refuse to talk about the statistics. Mexico has a standard of living of 14,200 in country. Ukraine has standard is 7,400. In ethiopia it’s 800.00.
Where are the rights for these individuals beyond Mexico who would like to be here too. I do not believe that those who have cut the line deserve more of the resources.
24M in 2009, and 41M in 2010.
Illegal births in the last 5 years goes from 4,074->4,866. We are not dealing with this.
The crime rate is higher. Legal immigrants have a lower crime rate than illegal aliens. The rates are going up.
There are also in 2010 435 illegals that have been prosecuted.
ICE removals from SLC Fiscal year 2007.”

We believe in limited government. Those are the principles that we had when we took on immigration. We have a federal government that is supposed to secure our borders. We have a federal government that has so many laws that they won’t execute. We have legal immigration that is broken beyond repair.
There is no fair system. Utah can not fixe the border or the legal system.
We can not fix the allowance for people coming from other countries. What we can do is address what comes through our states borders.
The US will not allow us to do anything about it. We are required to provide medical, and we can’t ask them to participate, make copays. We cannot have open borders in a welfare state.
Utah cannot address the open border issue. We did this year.
These are reforms that will save us over $770 million. It dries the incentives in medical reform. After many years of enabling the problem we have decided to be the adult in the room to take action.
We have given them the ability to the federal government to do this job. If the federal does not do something then the state has the right to do something about the issue.
HB116 was talked about through the summer. These things all came together so that Utah could move forward addressing a difficult situation.
There is a fine from $1000-$2500. It requires an accounting, you have to list all the information. Fingerprinting and biometrics.
E-verify and losing ones business license are also part of the legislation.
While there are problems with E-verify it does stop child identity theft. It established funds to help on theft.
Continuing to do what we have always down will get us the same results.
Ignoring the problem is perpetuating de-facto amnesty. The only power government has is working against criminals.
This is something that we worked together on. We can agree to disagree and the legislators didn’t run away like in Wisconsin. We did something. HB116 is not perfect. There is no such thing as a perfect bill. It will need tweaking and improvement.

We are saying that you have a responsibility at the federal level and you have failed. They have failed on deportation.
It says that the states are responsible to deal with the costs. We have a significant number that we have to pay for. We don’t want to just do nothing.
We are working on employment.
This is a 10th amendment, and states rights issue. We determine who can live in our borders and who can work. We want to bring them out of our shadows.
We want to deal with state rights issue like this. If you are here and ICE is after you. If ICE turns a blind eye we are going to do something.
HB116 takes back the states rights. They will pay the fines and the taxes to at least defray some of the costs and reduce identity thefts.
Let me just remind the federal government. We are a state not a colony. We have a confrontation and we will lead the way.”

Over 300k are out of employment. Look at the person around you and the chances are there about 90 people who are unemployed status.

HB116 is a Utah confusion not Utah solution.
Arizona did not want to become California and California did not want to become legal Mexico. We don’t want to become Mexico.

That being said, we will work together on this. I have talked with a number here who have a different position that I do. We have been dealt cards we don’t like. The federal level has created this.
I am a states rights guy. I think we can do this as a state. I want us to get a solution. None of us supports illegal immigration. We want to take care of this problem.
Until the 1900s immigration was a state issue. Article 1 has to do with Naturalizations. We can work together. We will work with our congressional delegation. We new it was a hard issue. Let’s be civil about this as we go forward.
That being said, I am proud to be an American and grateful to be from Utah. By every measurable area we are number one in the country. Best quality of life. We are the best of the best here in good old Utah.
We’re listed as the fiscally fittest because of you helping us. We are not spending more than we are taking in. We are not going in to debt.
We are one of 8 that has a AAA bonding rating in the country.
I had breakfast a while ago with Steve Forbes because hee appreciates what we do here. We embrace lower taxes and empower the individual to live and the pursuit of happiness.
I have people call me all the time. It seems you have one party rule and I say, yeah, isn’t it great.
It is great because we are getting good outcomes in so many areas. Lowest debt per capita. Doubled exports over the last 5 years.
Our business community is stepping up and that is our principles that is leading to great success.
I conclude by saying I appreciate your being here dealing with difficult issues. Encouraging your elected officials to do the right thing.
We are not perfect.
We are trying to listen and with your help we will go down the road. We do tackle tough issues.
Pension reform, public lands, I filed suit against the Secretary of the Interior about public lands.
States rights.
Let’s tackle them and find solutions.”

I want to thank Taylor for being our county party chair. I recently had one of my colleagues say, I wish we could all represent Utah. They are aware of our delegate system.
They are aware of our participatory process. Highly educated and informed and love the American Constitution.
Freedom is paramount and when government acts it takes liberty.
I want to stay within my two minutes. One of our greatest threats has to do with our mounting debt. We are adding to it at 1.7 trillion per year. When you are doing that, a new budget that cuts 38 billion out of 1.7 trillion isn’t good enouth. Neither is raising the debt ceiling. I will not do that.
There is a lie conceived in hell by the devil. If we don’t raise the ceiling we will default. That is not true. As long as a treasury secretary cuts the check we will not default.
Spending is a one way ratchet they way. We have to fight against raising the debt ceiling. Thank you very much.”

We agree that the Federal government is not doing its job. It has to get fixed.
I have no excuses for what they are doing. I will try and fix it.
This unsustainable debt is wrong. The federal government has added debt by 60% in the last 48 months. 600 million / day in interest. They are pulling money out of wallets to give to someone else.
It’s the peoples money, it’s not your money. We have been growing government not jobs. They have added 157,000 workers. They are planning on adding another set of employees.
We have a payroll of 447 billion payroll. We need to stop this.

We need to have more debate about what we are doing in Libya and out there. Those of you who have served and are serving we need to do better.
