20140424 Robert Stevens
@1921 at La Quinta Inn
Robert Stevens running for congress in your district
I have been in Provo when I cam asa freshman in 1979. Masters in CS and have worked int eh valley. WordPoerforect, Noveel and own startup for last 18 years. Stayed at home and have had amore time than most to learn about government and watch news.
In 2006 I watched David Walker and his talk about our debt. He said that if we did not change din 2006 and start to practice fiscal discipline then we would reach the point of no return. He took his message to the people versus in Congress. and then he resigned.
With my programming background, we solve proglema all day long. I started to investigate and noted that if the Constistiution is divine document ehtne what went wrong?
I watch fore news and tired to follow the money. I started watching alternative news and their sites and radio. SOme of these people, thogu they have good intentions they didn’t have or make good progress.
I started to read history books and original documents. I was looking for what went wrong. I have found what is wrong and I know how to fix it.
I am going to take a bottom up approach, so image in you are in the convention in 1787 and yoga re with Groege washington and benajamae and all these greats. You had just conquered the greatest govnerment. But you didn’t want soldiers in your houses and other abuses that you fought a war for. You want a representative gonbemrent.
I want to have a senate with senators who represent our states. Then the smaller sates say that is not .. there is a problem in the small and big states. I suppose there was a lot of discussion. If we are going to have the house of repsrenstative repents us then they had to say how many repserentative should represent us.
Before then we had good vgovernmetn. We know our elected officials and felt that we were represented. Should there bee 1000, 10000 to every one? THey chose 30,000 per each representative. That was in the constitution . That ratio remanded pretty much active until the civil war. Then it was decided that if you hit 30001 then instead of having an immediate election you would wait for census.
So it got a little out of whack but they grew together until 1907 but then it looks like it was completely planned. It seems that it was planned by bankers. They set up some trusts which failed. and in 1907 there was a panic and run on the banks. JP Morgan came to the rescue and he was successful. He decided which would remain and which would fail.
In 1910 they passed an act to send Aldrich out to Europe to study banks there. He can back in 1910 they fixed the number of house of representative numbers. It has been fixed even though the population has increased.
You throw the frog in the pot and slowly turn up the temperatre. If they had continued then we would have 10600 repsenrative in the House right now.
Well that is a lot of epode and how will that help?
The founding fathers knew that most of the damage could happen in Congress. They had a term limit of 2 years. THey can fund things. If you knew your presetnatpative and you could hold them in check as well as you can.
I feel really strongly that the events happened around that era.
1912 you had the sinking of the Titanic. The country was upset and dressed. In 1913 the Federal Reserve Bank was started. It had been tried before by Alexander Hamilton bu then Adnrew Jackson chased them out. They knew they couldn’t do it unless a big event happened.
In 1913 they established the bank and the government passed the 17th amendment so that Senators were no longer sent by the State Legislature. In 1913 you could go and persuade your Senatore.
The 16th amendment was also passed for taxing.
Then they moved away from the Gold Standard.
The Federal Reserve Shareholders now have 4.2 Trillion in assets and it is up by 1 Trillion since last year. Bloomberg is spending his 50million to fight guns. What can they do with 4.2 trillion? If they keep growing at 10% per year then what happens?
What do we do about this?
I feel if we fix the House of Represntatives then all the tinges that we can fix we will fix. If I am elected or if not I want you to put pressure on the reelected officials. We should have local individuals in the area who act like the representatives directly. We will have more eyes to read the bills and debate them. And if our experiment works in our 3rd district then I believe that using viral marketing we can persuade other districts in other states.
We would have more people to keep the govenmrent in check.
That is my speech. And I will open to your questions.
?Did you ever receive and invitation from Mark HEdergrea to debate?
No
?Aside from job as preogramooer what other experiences?
I am problem solver. Big picture guy. Entreperenatulr guy. CEO of startup for 18 years.
I know about living in means. I never had invetstmante capital since I have started up. I knew that if I overspent it could come out of my pocket.
I am a natural entrepreneur. I don’t’ think we need incremental change but we need someone to get to the deep source of the problem nd come up with simple elemetgan solutions.
?Any congress and government experience?
I was raides in maryland. My fhter spent his life in govnerment work I was win a family of civilians. He wrote was defnee. We had lots of discussions about prepare role of governentm. I worked for DOD for a while.
My training has come from reading James Madison, Benjamain Frankiln and the Constitution of course.
Our system of govnerment was designed so that people who care about govneremnt could get in for the time that they have.
?What is wrong tight CHaffetz?
I thikn Jason has gotten to the point where he has not read all the bills. On January 13 there was a bill with 1546 pages in length. There had been a couple of pages in the fall. On the 15th they all passed it.
I can’t read a bill that big in 2 days. Mike Leee didn’t pass it. He voted agaisnts it.
In 1787 they spent a long summer and produced a comment that was 400o lines long. No one can create and debate a document so large.
-He hasn’t read the bills?
I feel that is why I sent him there. They don’t just rubber stamp things. If elected I will read the bills. If revisions I will compare the revisions. I will have a list of formulate.
Increae freedom?
Increase liberty?
Legalized plunder?
Special interests?
If I go through and it is constitutional then we can debate how much gets spent where.
?Any votes that you are not happy with?
That was the biggest one. I have not had time to go through his entree record. After 8 years of searching I found the problem and I want to get the word out. I want us to fix this problem.
If you want more, this WIRE act has me nervous. I understand the Internet and I know that as soon as you give them the power to shut down one group that opens a can of worm.s THy can polio the Internet. This WIRE act may put Free Speech on the line.
Alternative news sites will be on the line and I think there ar some who will shut it down.
?I appreciate you being willing to run and give people and option. I detest career politician and people vote for most of what they do. I like you have a progression that you can go back to. I am looking for someone who is educated and serve my principles and values not just politicians.
100 Trillion unfeneduatd liability?
I wish I had good news. Walker said there is no solution for it. Trhoughout history government usually pay off debt through hyper inflation and devaluing currency. It has never happened very easily. If you look at Zimbabwe, it is a mess.
In the best situation we would discover something the world needs, then we market that to the world and pay down. It would be great if we could start to balance th budget as fast as we can.
I have looked at the numbers and graphs. I don’t see any way of doing it.
?Securing border?
If the government wanted to secure the border they would have done it a long time ago. We have all sorts of technology and can detect a rabbit moving for miles. We could do laws to penalize for hiring illegal. THey don’t want to two this.
In Jeruasalem they had a big wall that get bombs lobbed over.
In Jerusalem they are very seruos about the border security. I am not sure that building a fence the whole way will stop it since they can climb and go under.
?Do you feel it is a priority?
I thikn the better thing it to pass laws that don’e encourage illegal. You are more likely to go to a country that offers you welfare.
?DHS? Is it necessary how do you feel in general?
THe Deparatement of Homeland Security has exceeded its bounds. We feel on guard like it is a police state. It was supposed to provide common defense across state. If you talk to government they are given a budget every year. TEven though there are some who try to reduce expenditure, most won’t THey want to increase their own budgets. That is the first thing I saw in the Deapraetemant of Defense for education – they told me to go do as much as I could to spend their budget.
DHS is to defend our country. We don’t know how many bases and how large our emprei is. We will have to retract and defend our borders agasint foreign aggressors. How many of us have flown for decades without incidents? I never fly unless I absolutely have to. Airlines can have their own defense or security.
It is completely immoral and embarrassing. I go of the pat down rather than the pictures. THeat things hdoulb e disbanded and it is awful.
Are they doing they to help us get used to the force of goernemvent and losing our rights.?
?I want your opinion because of your thoughts on money. If things done’ change do you thin our money will be worth nothing in the near future?
Since 1913 our dollar has devaluaed almost 98%. I attended a lecture by Joeal Sckousen. He is so far in to the muck. He believes that there is about 200trillion in debt that is out there. He thinks it will be like 8-10 years.
THe Federal Reserve wants to keep this up as long as they can. As long as they can keep producing money out of thin air. Every corporation in AMerica would love to take over that situation.
We are told to prepare for the worst. Hope for the pest, plan for the worst.
It is hard to know because they are a group of private indvidiaulas who have enormous power world wide and they won’t be audited.
?Securing our borders. Immigration reform with our undocumented workers now?
It is. As I have thought about his, entrepreneur do “hamster thinking.” We look at all the possibilities and we evaluate all the ideas and see how they “score.” You could start to round up and send people back. You could do it with the help of the public.
If the President really wanted that to happen then he could say you need to treat them like your own. Give them service and food abut help them go back to their country. But that is not what they want to do.
SO now you have to deal with family. You don’t want to break them up like with slavery. THey may be undocumented but have grown up here. You don’t want to kick them out of “their country.” We should be law abiding abut their are penalties.
If we decide to do reform I would like all those who were to become citizens to understand govneremnt and make the oath of allegiance. THose who go through the process make better Americans because they understand have bought in to it.
?You said that we need to respect th laws that are in place. DO you foresee any change in the way we deal with it? Or just enforce?
If I was the king then these are the things I would talk about with love and compassion. I don’t think that is what they ask to do. When you take down a free society. You create a welfare state. Youc an do that by brining in immigrants from borders. You then have a bother group of people plundering wealth in the background.
Those whoa re collection welfare will want to keep those people in power. That is how societies work. THis pater has been happening for a lead a couple of thousand years. It is too bad we don’t have long members.
?Part of congress is being able o reach across aisle. How would you do that? Obama is going great to split us up and it is a sad thing.
Your question is great.
You have to love your neighbor. You have to show love no matter what stand they take. That opens other opportunities. At BYU they teach about BoomStartup.
If I stand up then 1/5 will love, 1/5 will hate and the others are undecided. Do you want to focus on love group?
If you focus on the love group then market to swing group then they will see it. You pretty much ignore your hate group. You have to love them but ignore them.
?If you come as a Republican from Utah the rest of the world thinks we are crazy. How ill you get them to vote with you?
I am willing to vote with people and compromise.
I would not have voted for the budget there was too much plunder in there. If you have one individuatl who is firm and resolute then you would make progress in this country.
?THe last 6 years of Tea Party has not born that own. Can you expand?
THey have made lots of strides. A large majority of AMericans now know that all is not well in govneremnt. THey have not been honest with us.
We have not won the war but have won some battles and that is progress.
?THey say that Obamas ratings are going up. I am convinced that people are listening.
I would not look at the polls. The same people who push the polls are publishing the papers. I wouldn’t even bother. In the 1920s there is this guy who wrote “Propaganda” he was considered the father of PR. Edward Bearnet. THis could be used for evil too.
THere have been a hundred years and you would be shocked at how releante it is today. THere are ppoel that know it very well.
I would need to push my own change. It is a good. read.
?Woudl you have forte for the FARM bill?
I am not familiar with the Farm bill.
?It is a trillion dollar bill with entitlements 154 million in Brazil.
No. not only would I not vote for that I would publish what I thought was horrendous – the things that passed our checklist and the things that failed.
?Dept of Education?
Abolish as fast as possible. Our state never delegated those power. THere was no Amendment to do that.
?In my job I evaluate reading and writing of 5th graders. THey can’t spell the same word right more. What can Congress do about that? They can’t multiply.
The Congress shouldn’t do anything. It should be at the States and the local school systems. I have often thought, let’s start it all over again. Lets keep our money but hire common defense. Sherrif, then a Teacher. We may have more things where we delegate.but don’t want to feel like a slave like we are now.
It is not a pleasant on. We have been able to get 4 of our children in to BYU. we did not watch TV. We read. Trips, and research. THey all got along and did well. But they have exceed.
I have 4, 5, and 14 year old at home.
Turning off the TV and not letting them play video games was a big decision. Every household can make their own decision. I wish I had had you as a tutor.
?Biggest issue for State of Utah?
RIght now education.
?Feelings about School Board partisan election?

Let me just say that Dave Camps hearing yesterday was revelatory with reps sect to eh IRS problem. OUr hearing begin next twuest dy win the Finnacne commute. We are going to bring out the truth and show how really awful the IRS has been. We are talking about liberty here. THere is no agency of government. There is nothing more frightening than IRS. Pure political purposes by reviewing conservative groups and asks ro donor list to intimatege. And we have to stop that.
I wrote three letters last year to the commissioner to get me answers. They deliberately lied to me. THey are incompetent or evil and you can make a choice. Those letters put them on the spot. THey cannot say that they did not have notice of theta type of activity.
We have to get together and pull this county out of the morass that we are in. This preseidnte is interesting likable man. Look at the 3 big issues now. Can you imagine that they dropped on 100 national reporters int he guise of protecting the county. Totally violating the laws. Benghazi is not over . Theraer are facts coming out.
They do not have good answer. THis is more concerning than anything else I have seen. Hn they can pull this type of crap not he american ciztnie we have lost our freedoms. I am ogling to do my best to see the truth. And we will start next tuesday.
Ivan Dubois is the exec dir. in the lsat 5 years. He ahst taken a new position adnweill leave. He has gone above and beyond the call of duty. He has been committed and has been a terrific leader. 2012 was a bittersweet year. We had our victories nationally. Here in Utah our legislature is at historic highs. Nationlly and in Utah we had some losses that sting. I have met with you at dinners and conventions. Some of us have gotten our daubers down. Some of us have been disappointed. I don’t think that it is just we are right and they are wrong.e
Here in Utah Repulican majority is safe at least of snow. In Utah we will dominate. Nevade yused to be a good state. Arizona is trending blue. Marjiojuans in Colorado and guns illegal. Utah is trending in a different direction. We need ton e awrea and welcome it.
Utah is number 4 in percentage increase in minority pollution. We can not afford to write off. The most important question is which candidate cares more about people like you. What made Reagen who he was.
Was it optima and ideas and believes. His charisma was off the charts. What making the working class vote of the Rean who won in 49 states. Itw as because they believed that people cared about people like them.
We need to show people that we care about them. Once you can face sincerity you have it made. You have to actually care about people.
I am convneicne that we can reach out to groups that people say will never be Repulican. And we can share our values in a way that we can stand our ground. Some issues are ethnic and reacil. But the urban an dual spoilt.
What about what we say to the gay community. Do we just assume we don’t have anytihgnin common and rewrite them them.
Obama won’t the youth vote. Where are the 14 year olds going to vote in the next present election. F you ask which party cares more what would they say today.
We need to expand our hioizeon. W ee nee dot embrace and care about opeople who
WHen they are are tough iseeus we can’t take outr ball and go home. Wehne it some so pteoprlbe.m WReplucialancs helped to create the mess we are obligated to help clean them up. In a notation of divide cogveornemtn we don’t get to call the shots. Our leaders have an obligation to clean up. Expanded horizon and willingness to find common ground.
I have done what I can to bring people together where we agree so we can solve problem.s Ws foul expect nothing else.
I love the caucus convention system. I am concerned that if we don’t impose reasonable changes on ourselves then we risk extreme changes by outside group.s I had eahuge respond for your decision as dedicated delegates. You will make a good and sie deciosn and you will have my full support.
I will not take my ball and go home.
We choose th wrong hill to die on.
I don’t worry about top percent of income tax. but the size of gonerment is a battle we can wins dn battle we can take.
Let’s choose our battles wisely and make Utah first.
Remember the good in pup peoplel stat and nation.

I want to organize and utine all our voices. What we are for and not just for waha we are against.
As the saying goins we should never doubt that a small group can change the orld.
IThere are too many that use fear and uncencity . Raiase teasel up by bringing other s down. Are we tea for leaders that a ready for the high road.

On novbermb 6 of last year we all thought that mitt ronny would win. THings didn’t chagne. We didn’t take the 4th congressional. We lots mia loves seat by 780 votes. There were 3.5 million who state home .
2 out of 10 participate in the caucus prices and system. W ear here because our system works. Anyone rich or poor big name or no name. I believe that we need to oct everyone can be in this. ANyone can be state delegate.
Many of th atak have been about the mechanics of the system. My concern in this is that if we focus on mechanics then we missed. I hope that opepoel way a bay inspired from our meetings. I am so proud of being American and Replucinc.
When we inspire people they are more apt to voted nd donate. I believe we can make our party better. We need a new tone.
Mechanics of a new chair. Little talk about seeing the tone. The next chair will be the spokesperson of our party. Not only those who ware Replucican but those who are not.
Need to speak out when it is not popular or expeiednte. I will be that leader. You will know where I stand.
I want to share with you the principles that I believe in. Reagan worn 49 out of 50 star. He was kind , pcinplend and dd

JE – (stan lockhart, john valentine) I am asking that you vote for me the for party chair.
I am former rpulicanc state saeantor. I nknowcked on more than 2000 doors myself and Seved as chair os Falt Lake County for years.During that time I raised apprise 1000000 and ramaticlaly increase the . I put thomas in as SL party chair. I want to underscore one point.
If you like something he did then that is when he took my advice. It is not enough o just want chair. Having a vision for the party is a short road to a dead sand. Let’s look to aflutter for sonemoen like me.
THe campaign is over now and you will take a measure and make decision and I ask that you make it base don experience.
We feel that the county is losing its way. We need to reverse the course. I want to turn the frustration to action and over abandon the fight.
VOluteert time and make a difference. Make sure that we reach out the youth.

Electe republicans, push platform and follow the rules.
IThe platform is what attracts to the party. The rules allow a level playing field in the party. THis provides me asa healthy and complementary glance in party leadership.
On of the treasurers of ouraprty is the cacuss system. This forces candidates to rpovede solid
The caompaing sis base don sound ideas and not sound bites. This Treasure of ours is threatened by the erosion of delegates. Party leaders refuse in come counties based on party strength.
Party leaders prevent from things being heard at convention.
Party leaders two not take raoll call votes as central meetings so that they miss accountability.
Today I stand before you. I urge leaders to quit stealing delegate authority. You can stop this erosion by embracing rules by protecting your atuhotirty.
State party leaders could choose not to accept pointed.
Start Party leaders could bring all proper propels come to you.

When Thomas Wright came to us as his vice chair I was there to help build the maps. This helped grow from 8000 –
When the state party needed someone as an adviser thfor the college repulicban. I did this to assist and magnify the abilities of the chair. I am uniquely qualified to do this on the state level. Thomas Clay – Wasn’t o be your next secretary. Two main questions prop ask me are why are you running and What can I do for you.
We have an attack on our system. that has given us the bets run state. In CA it is 15 billion in debt. This si a system where normal bpoelle like us can run.
I plan on running in the future and the only way that I can win is by reaching out to the people directly and throughout eh causcu system. I can’t afford commercials and will have no influence in the spruces.
I have been working on system for over 30 years. Oabams’ s presen was fantastic. We have been hesitant to use them. These keypads are the perfect examples. This si t smoothest run convention and I like that. With my background of technologies. I set up web portals not use sites.
THis is where we can listen to people and set up online meet gins between peel. A cople of people to hundreds.
Twitter feeds and Facebook. These are tools are good and new have hesitated to use them. By my various unscientific survey. wWe doulsave 3000.00 for shote who get mail versus email. WOur children deal with tweeter feeds. We need to do them to communicate with them.
Last weekend at the West-side meet and greet. I asked a stuend how can we get the message out to youth. We need to talk with them in a language they understand. We need to put it in words. People
DOn’t leave the party because of ideals but because we do something sand they get mad.
Iw ant to put our knowledge in to pracice.
When I am watching TV and hera stomaching like we are elitist that is not what we do.
I know who to get the word out.
Thomas Clay and I want your vote.
Michlle Mumford – GOod afternoon. I m grateful for the supper of those standing behind me today. Especially my husband. I also want to than those who serve in our armed services.
The pleaders up here kwkno me and my experience. I have served th party as SL Vcice Chair. I have used my experience as a lawyer in helping with the legistlarutre. I have worked on campaigns with local oriffices. I have takne my kids in tow and am active in social media and we .
We can reach aout and motivate.. I am running for secretary because I want to beat democrats.
I have been involved in politics since I wa s12 where I hlepd in the school. N
We need to support eh Caucus system. TCandidates with big ideas can challenge the establishment. I trust you and see how diligent you are to make informed decisions. Where else two we make an informed hcoie.
Once when I ran for local office. I will help us work through our disagreemntsn. We can work together. I bill bring my same happy warrior. I will make records and information available. My
My m morst improatn roll is to beat Jim Mathson. He is the guy who voted for Obamacare and he voted for it. We don’t want IRS to administer our health.
I will help get them the support to beat back Obaomacare. How many of you feel the oppression. The federal government chave become too big and too corrupt.
I wa on wall street on 9/11. I wa a clarifying relief when I awa the freedom tower go up. THis is the time for our children. THis is the vision energy and organization.

Lead follow or get out of the way. We see leadership in Washington. We are leading and will continue to lead.

Y2 Analytics marketing materials . . .
Party sponsored the survey. THey paid for it and gave us the list. We had complete autonomy. Most important measures are to ask in different ways.
1 – High suppert for existing system
2 – Support more participation by rank and file
3 – strong support for 60-70 percent
4 – strong support for 66%
5 – mised results
1) 76% for basic system
4) 77% of the delegates
— get in to primary 51 against 49 for
Clair Ellis – proposals submitted are in front of you that were referred to state convention. Others are sent to the central committee. The first proposal is sent without a recommendation. We forwarded it because it had already been voted on with a 2/3 vote from central.
James Evans – clarify the removal of 7pm
Fred Cox – I attended floor debates and I wanted to hear how each person argued. I was important to be at that meeting. We need to change people participating remotely.
We need to restore the time to 7:00pm. You are allowing for the caucus time to be changed and variable.
TW – Motion to amend
If it is amended then it will require a 2/3.
James Evans – I appreciate his points. The reason for striking caucus to have 7:00pm. We are trying to give opportunity to increase participation.
Carl Powell – locally based caucus system. We are going to amend it to be controlled by the state.
Question – Does this change allow the state to change Davis Countys’ process?
TW – No
‘la verkin’ – I think that it should be in favor to fthe people and not the state and they should be able to make choice.
We have tried to get the state party to set some uniformity.
Against – The way this is worded the state central committee can dictate what it should be. Where the locals can decide. The central committee can dictate what the agenda could be
POI – It doesn’t state a time format for when those designations should be made. The
TW – There is a lead ‘notice time. That is what has been done int he past. It has been for consistency.
Proposal #1 Voice Vote – No’s have it
Lisonbee – We would have discussion on the caucus convention.
Proposal #2 The Resolution
Against – You cannot add proxy voting if it is not part of our bylaws.
Favor – I would be willing to accept amendment and it is a resolution.
Against – Keep research and throw away the rest with the list.
VOTE : Ayes have it. It is amended.
Favor – All this resolution is promoting research
Against – Because of my constitution. They don’t’ want online registration. They won’t register pre-caucus. I like online caucus streaming.
FAvor – This is non-binding and this is the opinion of this body. We want to see our system approve. Those who are meeting at state central committee.
Motion – Remove on the list of items
Voice Vote – Fails
Proposal #3
Report by C&B COmmittee – Shuna Jo Larkein. Submitted by Mickelsen. It did not pass with a2/3 vote and wear sent here and requires q 2/3 vote for passing.
Arturo Morales – We had another vote this morning. And this failed 60 for 65 against.
Kristin Chevrier – It can not be forwarded.
TW – It was forwarded earlier
Enid Greene – If you make it easier for if you have to get 40% of the delegates or 1/3 of the delegates. In fact this used to be 70 – 30 and as incumbents objected. This was an incumbency protection act. Let’s go back to what we did 15 years ago. A super morjoirty and you can avoid a primary and you.
Against – Arturo there are those whoa want to raise to 2/3 or 70%. It will be an elite group. Their rethread is that if we don’t do it then they will create another system. All threats and discussions are on this. We asked our party leadership for facts on this. We need a plan of action and consqueestnces.
If we give in to blackmail today then who will stand tomorrow. Vote not to increase threshold. 60% works for Utah.
Favor – Dwight string ham – We should not vote out of fear. THis is allowing us to change the rules. If we raise the threshold. then it is because it is not to another route. Bring it down to two . Then it is just a matter of numbers. We don’t need to be a anny party.
That is a good enough reason to give to them.
Against – Fred Cox – If you look at the survey, that 77% that thinks they want it. Only 42% are somewhat in favor. 2/3 were happy with 60% threshold. RIght now we have good people that run against incumbents. If the incomenbt does not believe they are at risk to lose then they don’t listen to the delegates. If we carais the threshold then more reaches go.
Motion to AMend – Where it says 2/3. It is in order to make an amendment to that order. It is the scope is inside the range.
Appeal the decision of the chair – NO!
Todd wailer (FAVOR) – I have been a delegate since 1998. We used 70% threshold. I am here to tell you that I think it was a mistake to bring down to 60%. The system is under attack is a for reason.
Against – Lisa Shepherd – Incumbent protection act. If you get in to a primary then we end out with bloody candidates and it reflects the caucus vote. This only affects statewide and congressional seats. It will take the campaign managers and we may be creating flyover counties.
Favor – I support this agenda. 2/3 i have seen it work We had a situation that had a lady running agsint establishment. It went to a primary because she was unknown but won with the biggest landslide. At 60% we make it much easier to allow special interest to control our caucus.
Against – Jacqueline Smith – ASa candidate against Rob Bishop we both agree that this would create flyover. This was a good balance between 50 and 2/3. We are not a democracy we are a republic.
POINT OF ORDER – Abberration when he central committee voted on this. it create an issue. If the ctnerl 2/3 this morning then we would have accepted.
/23 bfrom convention.
Because it failed why are we having a vote. It was sent a central committee ciT has gone through the agenda. i had done before.
TW – Within the meeting
We are still going to vote on it.
Standing Vote – looks like Against had majority

Question – 2/3 requirement?
TW – Yes 2/3 required.

TW – Motion accepted

Senator Mike Lee – Thankyou so much. IT is grew tot be back in the fgeraets fast win the uionoi. 3 years ago President obama asked us to truest him with his system. 3 months tago asked us to rust our with his gun.s Then said beware of anyone that uses caution with government aortyrrancy.
Thane last week happened. What we asswa with the IRS and sty AP with Benghazi. We should bw worried. Ti si our greatest fear. Targeted, spying and lying to you.
I had great bi-partisan moment last week when I agree with David Axelrod. He said in “press obama defense the government is just too fast for hiim to control. IIt’s not his fault.
If one man can’t a mange 4 trillion govenrmtn then why 5 trillion.
We have to come together tfor what we are for. What we are for maters and is important. It is not just limited govenremtn but is robust civil society. WFree markets and robust institutions in Family, Churches , sysnagosu and other foluvery groups. We nee dot learn from these scandals, regardless of who is in charge it will happen. We have to reign in government. OTehrsie it is too easy to happen.
It is the nature of human being s to abuse pweoer when they have it. I invite each of you to join this nobel cause to build a strong society.
As we come together and have didsucssion with neighoer family and coworkers. We can bring it home to where it works best at the local state level. Govd Bless Sovereign sState of Utah and Bod Bless America.
Rob Bishop – Thank you for allowing me to be here. Sorry I didn’t have an earlier appointment so I could leave. Some say that we should just bget along and pass something. Washington got along swimmingly when Peolosi, Reid and obama were in place.
Freidns ifs that is the cost of getting along I am not willing to pay the price. WIth an administration that has new enemy list. The House Replubclaincs seem to be the only thing that stands between you and the excess of this administration. We accept this because the Replucnacn philosophy does not need to chagne. I n the entire history of this state there has veoonly been 5 in sub ocmmitee chairs. We now have 3.
it is because we do not have rigid seniority system. We have term limit system. The next congress will have a new chair. WThis ommitte is extremely important so before I return to teaching here I want to be chairman of the committee. I wawnt you to know that I appreciate you being here. You care about the party and good government. In every time of our country heroes war brought forward. I want to work with you. The people who were here today got it. God Bless
CHris Stewart – Thank you. Some of you are wrnoering who is that guy. I can’t imagine how honored my parents are – I know my mom is there in Heaven. my sone is sharing a satege with some many of these others. I am so humbled and honored to be the newest congressman from Utah. Wveryone asks me whats it like. I will tell you what I have learned.
DC is out of touch and out of control nd they are out of money. THe only things we have too much of is arrogance and now we find out that we have too many IRS agents. I am going to sidebar. I have never been more outraged.
There are certain foundational things that you have to accept. If your guy doesn’t win and your cause doesn’t win and you accept that. The sam is true to be respected.
When you have distrectsa nd target their personal private and religious believe. That undercuts all good government. We have to address that.
We hd ermergcnay procedures as a pilot. I have implemented the same thing with my staff. Why am I here?
Clear and converstive voice to reduce size and power.
Increase personal freedoms.
Save ourselves from financial insolvency and bankruptcy.
Protouect and defend our national security.
That is what I am fighting for now. Thank you for givine me that on honor.
Novbmer 6 was a bad night for many of us but we area going to have a chance to lead again. We are going to be vigven that chance again. lead as a Replucancan not a ads dEMocarst . that is what will save us. GOd bless you and the UnitedsStates of America.
John Dougall – It’s great tone here to day. Iw ant to remind us that we want to avoid the tyranny of good intentions. When it comes to limintgin cognverment it is actions that matter. Especitlaly when it comes to defending family values n religious values its actions that matters.
Don’t just talk about it but put your words to action.
Richard Ellis – We have ahd improtatn things to take care of and I want to thank you for being here. I tis an honor to serve as your state treasurer. I echo the things that government herbert shared.
I spent this last week in Pittsburgh and it is great what is going pin here. We are meting with the ratings next week and we have a great story to tell them.
Sen Neider a houser – it is a pleasure to be here today to talk ago utthe state legistlarture. We have a Replubclian Govern and a super majority plus Replican. This is because we have consertive principles. We have fiscal conservatism. We awn tot balance budget. We have some concerns with what is doing on in Washington.
I want to talk about Utah though. i ahd a constituent send me an email. He was concerned about the solvency of taste State of Utah.
What are our unfunded liabilities? Medicaid, transportation (matintentnace).
We have today a funded liability of 76%. This is troubling for us and for you. Thanks to Sneator Dan LIljenquesit and dealt with this issue. We now have a tiered system that will get rid out our defined beneficent and will become 100% funded over the next few years. This will put us on financial sound ground.
Are we borrowing? THNo. We never borrow for operations and pension payments. We cut first if we need to. Instead of raising taxes or borrowing money we cut. If we do borrow it is for buildings and roads and it is for 7 or 15 years. The reason we have a AAA bond rating.
Is that states income enough?
We have some challenges aged. seven if we don’t expand Medicaid it is growing at a significant pace andd is taking more budget. It will take up all transpaortion and education funds so we have to address these issues now. 27% of our budget is from federal funds. Do you think the federal government is going to conteinu with this. We are going to have to deal with less funds. We had a some great legislators with Ivory and Henderson
Lockhart – Thank you fstayind and being so dedicated. You have elected a strong delegation in DC> CLearly it is an uphill climb. Let’s be honest the real action is here in Utah. The real action is int he states. Because of the hard work we have a balanced budget. We have 100s of millions in rainy day funds. We have insfratstruct and make goods and services abailav.
Busines friendly evneintonermena nd investing new dollars in education. We are actively pusihin back against the intrusive federal govenremt. We are join to face th challenges head on. We must protect the elands and resources. Our schoolchildren are now longer served by old education. We need to face the realities of todays world. We nee dot make sure opoliciesi support growth.
We have work to do. Utah’s House of Represntative has never been afraid to address the big problems. I am honored to represent the 64 hours offiec.e
I hope that you have ahd the opportunity to rind your representative and talk with them because they are getint gut job done.
I am happy to be speaker of the house as we solve the issues of the day.
TW – Our next speaker has become a national icon. Mia Love is a star and will consinteu to be a leader in this nation.
Mia Love – Well the first tuesdya in November was a tough night for the 4th district and it was an ven tougher morning. That is what it would bmena for our families, values and country. Some want do change our values. OThers want to take 4 years off. Genearl Bgeorge Patton is the test of success is who high you bounce when you hit the bottom. How resilient will be be in the face of overwhelming opporutiotns?
That is the only thing that will allow us to climb again. With all the challenges we face as a country. Are we going to persistent or panic. Will we make sexless or will we look for opprtutniety to get it back. You just have to show up everyday. We need to climb higher than we ever climbers before.
yes, it is true that we face serious challenges. Some wills ay that everything is lost. Our economy is in cliden and if youlistne to the beat of the negativity you may not want to get out of bed in the morning.
One year agao I stood in this room sand right here you launched me on an adventure that we will never forget a. Your egnernarioty and supporter were inspiring.
TOgerhe we are able to raise Utah’s voice and Utah’s values to the world.
I want you to picture your sone , daughter, grandchild. Pictuer those who look at the taks and then look at you and say “I can do that.” Strive for mor sand better. We must strive and we will csucceeed.
So my message to all of you today is that we have been here before and we have overcome because have struggled because we do strive for more.
OuAs a party we will unite. We will show everyone ehta we will never give up. We stand up after being knocked down. It means together we stand up and we look at the seemingly impossible task and say we will do that.
We have never been a nation of fear blame and failure. We can look forward to our goals. Our greatest is our family principles and folvuteer organizations.
People like you who do good. I can support my city and raise my voice. I was raised by patriots, not the federal government. Because you, you delegates were the source of my confidence and I wanted you to be the first to know that I am officially entering the race for Utah’s Fourth congressional seat. applause and stand!!
I don’t know about other states but you and I have unfinished business with Jim Matheson. Combinding my confidence ewe are stronger than ever and we will win.
Then we can do what we set out to do. REdcue debt, balance budgets, power back to epopel, better education, unleash entrepresenter and help seniors. We will work hard to ensure the future for our children and grandchildren.
We live in a time and country where were should be inspired. As a country ask as individuals we will not budget our way in to the night. We will stand up and stand out. as examples of all that is good and right in America.

Utah will be that shining city on a chill. This country, this ameriac is a place to possess for years to come. I know you and huoru struggles. I have been with you on the battlefield.

Enid Mickelsen –
Having a candidate who is not our party nominee have floor time… I love Mia Love
This is Bruce he asked me to show you this picture. Shortest speech of the convention.
When I look at wha tis going in our country I don’t feel like starting with a Joke. We have a chairman who understands that we were way behind technologically. That is being addressed and will never happen again. H
He undersatansdd that we need to raise more money. He is doing an extraordinary job and we are supporting him. I have thought a lot about the roles we play.
When you have to fill out the IRS you have occupation. Stend, attorney, moomo and other things. I started thinking about what I am going to put on that IRS form later on. We are seeing an erosion of our fundamental rights by our Presendient and administration. This is not hyperbole and red meat. This is not exaggeration.
We know we didn’t have enough time to save our Americans. How did you know there wasn’t going to be enough time.
The AP phone tap and now they found out that they have been used and they don’t know what to do about it. WHen you think about an administration that swoops up phone records of 20 different different reporters including the House line that should give you a cold chill.
We have a service Center in Ogden here. They didn’t send the dirty work to CUT but in OH, DC and CA. If there is a heavier hand of government that clenches their hand round the neck, then there is nothing worse that hearing you have an IRS audit.
When the President uses the IRS to discourage the free exercise of idea in this country. then we are dangerously close to become ing a theird world country.
Wht do I do for a living? From now on when I file I am going to say – “Patriot” That is not more important than mom or wife but my country needs me to stand up and say proudly that I am a patriot. we are all patriots and we will not stand for our rights to be undermined in our rights.
Join me in being a parties and Repulican party and a bastion of freedom from those who would take it away from us in the name of doing good.
Thanks for letting em represent you at the RNC.
C&B Proposals
Proposal #1
Clair Ellis – under our party constitution delegates are allocated on Repuluican strength. Salt Lake and Wasington counties have made a local decision to assign one s tate per precinct. County parties may allocate according to their judgement. It will have to be done by the bylaws.
This enables the large counties to do what they are doing without being disrupted
Against – I am against this proposal because of the second part. I don’t’ want them to be able to combine. we got from 3 precinct chairs who weren’t coming to us having 5 that showed up. I want my precinct heard every time.
Favor – Purely for the effect that if we are trying to find and bring more people to understand what we do, then this gives that opportunity to those that are not greatly represented.
Against – There is an issue with smaller precincts but this is not the right way. Franctionla amounts could be utilized. The allocation might also not be even. Some precincts would get partial. This problem needs to be solved this proposal does not do it.
Favor – So every square inch has to be allocated a precinct. If we combine like we do in Utah County we need to be ablet o do this. In rural counties is a way that we are able to allow a delegate.
Against – POINT OF INFORMATION – What is the Republican Strength formula?
TW – it is based on how they vote for the top four elected officers.
Motion to Amend – SKyler Birdside (motion fails)
Against – Weber County – this same sponsor comes up with something to gerrymander a way for precinct delegates will be selected. If there are problems that need to be addressed but let’s not make this in to a gerrymander thing Chicago style type politics. Deserving precinct to less deserving
Favor – This affects our county a bit. Park Valley and Grass Creek. He has one that is 90 miles from the next precinct. We should drive it down to the grassroots at the County. This is something that each county should take a look at.
Vote – Stand -> Electronic
Fails – 990 to 782
Proposal #2 – 2/3 vote required
Arnold Gaunt – line up the rules with the practice except where I had to apply the rule and others don’t. So I wanted to clean it up.
Voice Vote – clear AYE
Proposal #3 – 2/3 vote required
Lisa Shepherd – This allows us to allow the county’s government documents
POINT OF CLARIFICATION about the paragraphs
Against – If an alternate is available they should be appointed.
Favor – I wanted to address the concern – that issue is in your county bylaws. I want to say in favor that the candidates have access to the delegates. THis is a county decision as a “may” not a “must.”
Against – I would like to speak against this one. We have not alternates in SLCounty for good reason. The state central committee had some intimidation but I think we should leave this with the chairs.
Favor – I think this puts the counties in the driver seat. Some counties do this so the precincts to be in the driver seat. It also lets the people make the choice locally. There can be pressure for the chair to appoint certain people.
Against – Power grab from the precinct chair.
Voice Vote – clear AYE
Proposal #4 – majority required
John Hohlbauch – preferential voting is explained in Roberts Rules. This allows our precincts to have the option. I heard horror stories of balloting from other precincts. Mine only took four for me.
Against – I feel that the discussion is multiple rounds is better. It may take longer and keeping people feeling they have a voice.
Favor – THis is very important. It reduces the time for balloting. No on is going to come back to 6 hours. When I first was there I didn’t understand it. But it is very powerful and reduces the time. The precinct is in the drivers seat.
Against – Historically it has been better to make the decision locally. However consistency in training is very important. If we are to adopt a proposal like this then that would be a significant challenge. We must be consistent.
Favor – I think the move today to support power at the precinct level is good. THis is generally good and allows them the option. If there are valid concerns then they can choose not to.
Against – I am not opposed to the IRV per se. I think this should not be in the Constituion versus the bylaws. As I have researched and studied math and tabulation then I am concerned.
I think this experiment belongs in bylaw and not in Constituion.
Favor – I have been in a precinct where we were the only one. One lady have to leave to take care of the kids. The only legitimate concerns relate to training on the website.
Against – I am a fan of IRV but in this implementation the math can arise from the two county delegates. In an election where there is more than one victor.
When there is only one then there is no problem. But when you have multiples then it gets to be a real problem with once of seven versus two of seven.
Voice Vote – clear AYE
Proposal #5 – 2/3 required
Arnold Gaunt – I have had interest in for a long time. On the central for 8 years. One of the things I have noted in being on that committee it has regularly adopted amendments and bylaws that are disconnectedd from the delegates.
Voice Vote – clear AYE
Proposal #6 – 2/3 required
Motion to Postpone – clear AYE
RESOLUTIONS
Proposal #1
Marco Diaz – We reach out to every one. It needs to be balanced.
We want to say, hey we welcome you to the party and want to make it a broader more welcoming party.
Minor Amendment – Larry Meyers: Slight change
Remove the portion of the paragraph that refers to square themselves with the law.
Favor – I like this amendment since we like so much of the rest of this but that portion is not going to get support.
Amendment – I recognize Larry’s motion as a friendly amendment.
Voice Vote – clear AYE
Against Amended – Item 6 and 8 it indicates only Hispanics.
Favor – I used to be against the Dream Act and then I spoke with some. THey are very assimilated and very American and they just don’t have a passport. Seeing these people they perpetuate the poverty in country. We need to fix immigration.
Motion to Amend – Move immigrants in place of Hispanics.
Voice Vote – clear AYE
Vote – clear AYE
Ben Horseley – Move to Adjourn

Propsal #2
Exact wording of the Compact. The co-sponsors are good friends and people you know. The Compact contains important values. It balances justice and mercy. Good policy will include both. The Compact is not an amnesty document. It is not a reference to any particular piece of legislation. A declaration of five principles. Carefully vetted by many.
Against – We just passed #1 which addresses immigration. We failed this in Utah County. In 2011 and 2013 had a legislature that failed there as well. I move to
Motion to Postpone:
Against – We need to reach out. We have rejected every reasonable reform. It is time to recognize. Why are we so much against immigration.
Favor – We have just passed a first resolution that deals with compassion and this body has adopted of its own accord. The Compact has a lot of language that is conflicting with the prior. Let’s table and move on to other issues.
Against – With due respect the assertions are inaccurate. The compact does not speak about Amnesty. The Utah County voted on platform change. Both of these resolutions came in separately. TO the extent that we want to focus on our needs we should support the Utah Compact and vote on this issue.
Favor – I believe in the language as I understand it. It does not use the words wrong. The language is too vague. I support the motion the Postpone.
POINT
Voice Vote – not clear
Electronic Vote – 51.4% for
Proposal #3
CHerilyn Eagar – Next week congress is voting to defund the state of Utah. Here in Utah if we expand Medicaid we will be in an unstatusatiable position. We would stand to lose and the State of New York would gain. That is unfair to our star. Over 131,000 in Utah are uninsured in Utah and we would add 58% of them to the roles.
My father was a doctor and he said that one day the medical care would change once Medicare was passed. So I am speaking out strongly on this issue today. let’s support our delegation and pas this resolution.
Against – I want to make it clear that I do not support Obamacare. We have to be careful when we are talking about this issue. We have to consider who is involved in this. Because of recent legislation he was not qualified. He had to be rectified and he si a quadriplegic. I just want us see that considered here.
Favor – I am a medical provider and am for this. If you look n the editorial. I have worked witht he uninsured. I have struggled I would not change the system though and would not require you to pay for me.
Against – If this were a resolution to repeal obamacare then this would not be hard. But this resolution says that you need to take our tax money and instead of using it to take care of our people in Utah. We are going to pay for it one way or another.
Favor – Obamacare is nothing more than train wreck of more expenses and less benefits. By voting for this we do not want it and do not want to pay for it.
Against – Nobody wants to see Obamcare dead more than I do. We would oppose without taking the entire law. I wrote a college paper on the subject so I had to read the 2000 pages. If we oppose the expansion then we put the people who are required to go in on it to be at the IRS.
Favor – I took a look and the Supreme Court and we need to reject just the one piece.
Eagar – THis is a tax not an earmark.
Standing Vote – Ayes have it
Proposal #4
Eagar – Point of PErsonal Privilege – spell name correctly please.
Common Core is a set of one size fits all with a national tracking database. We think this is weakening the federal privacy laws. This also is leaving legislators out of the process. THe RNC passed by common consent. This is set up for Utah specifically.
Chaffetz endorses this. Senator Grassley has submitted a proposal to defund. I would like to conclude with a couple of important thoughts here. One of the national committee members said that if we believe in local control then oppose common core. We don’t have to give up on high standards to have local control.
POINT OF ORDER – WHen there are proposals we are voting on all?
TW – Yes
Against – 27 year educator I have challenged common core. The original documents. THey are not a curriculum outline. THey do not mandate assessments. Total control is left up to the local control. Our core can be local. Don’t throw out the baby with the bathwater.
Rob Biship – as a person I don’t like the Core. As a Congressman I think the decisions should be made by the state.
My concern is not witht ecommon core, but this administration is using this as a Hook and that should be clarified.
Against – I teach High School politics and have taught for 26 years. I voted for Norm Bangerter. The Common Core is a sset of goals and standards that does allow for local control. They choose their own goals. We just believe that they can have more. Lets wait for a better resolution.
Favor – While I respect the comments. My daughter goes to Maeser. She gets A’s except mathematics. During the last several weeks we had a long meeting so that we could chagne her position and classroom. THey cannot allow her to change her class because of COmmon Core. That is what the Counselor said in our meeting.
Against – I teach sixth grade. I taught this year. My sone asked me about it. I don’t think our curriculum has been diluted. I looked at the common core facts then you need to read about it. This Resolution is full of opinion. If you haven’t studied it then you have missed.
Favor – I want to just talk to delegates. In 2010 Marco Rubio the Administration bypassed cCongress when they changed NCLB IF people adopted Common Core. Mitt Romney disagrees because the Administration will move control.
Against – Not a congressman or teacher but just a mom. I support the standards because they support rigorous. This is a state led reform. It is coming from our states to solve a problem. I support my local board that creates the curriculum. I am voting no on this resolution.
Electronic Vote:
James Evans – THank you so much. As I traveled the state I know how long you have ago drive.
Have a safe trip and I look forward to working with you.
Heather Groom – Please support the blue. Make this an opportunity of blue.
TARS – We are the teenage republicans and get them ore educated about what is going on. We await to thank everyone who has given their time, energy, efforts and teams.

This meeting was held at Challenger Academy in Salt Lake City. It was a good chance to hear from the Candidates. We were split in to rooms with about 8-10 delegates each and the candidates moved from room to room sharing their message for about 15 minutes. Some just presented and others went straight to Q&A. It was a great event. Thanks to Frank Anderson and the Independence Caucus for facilitating this.

20120131 Meet and Greet Candidates (Gov, 2nd, 4th, Senate)
This meeting was held at North Star Academy in Riverton. It was a good chance to talk with the Candidates. The format was different than any other event I have attended thus far. They had the delegates split themselves into 20 different rooms so that each candidate could start in a room and then rotate to another room every 7-8 minutes. I liked the format because a small group of us could shake hands and ask questions (if the candidate let us). Unfortunately some of the time slots ranged from 5-12 minutes, so that was a fixable error. That also meant the candidates started talking fast which made it hard to capture all that they said.
